The Capitol escort who draws District 12's tributes

Effie Trinket is District 12's escort, the Capitol resident in charge of running the reaping and delivering the tributes to the Hunger Games. Colorful wigs, heavy makeup and an obsession with punctuality and good manners: to her, the Games are a major social event.

May the odds be ever in your favor

On reaping day for the 74th Games, Effie takes the stage in District 12 with the cheer of someone hosting a party. She wishes everyone happy Hunger Games, repeats that the odds should be ever in their favor and, with her trademark "ladies first," draws Primrose Everdeen's name. When Katniss volunteers, Effie calls for applause, but the square stays silent.

On the train to the Capitol, she insists on schedules, criticizes the tributes' manners and bickers with a perpetually drunk Haymitch. When Katniss stabs a knife into the table, Effie's first concern is the mahogany. In the end, she celebrates when both kids make it out alive.

The reaping she didn't want to do

On the Victory Tour, Effie keeps managing Katniss and Peeta's schedule and image. When the Quarter Quell is announced, she has to go back on stage in District 12 and call Katniss's name again, this time from the pool of victors. This time, her usual cheer is gone from her voice.

In the Capitol, Effie plans for herself, Haymitch, Katniss and Peeta to wear matching gold accents to show they're a team, but she can't finish the sentence and breaks down crying. For the first time, it's clear she cares about the two of them and understands what the Games do to them.

Refugee in District 13

After the arena rescue, the rebels pull Effie out of the Capitol and bring her to District 13. She hates the gray jumpsuits, improvises turbans out of uniform fabric and complains about the lack of color. Grudgingly, she agrees to help and starts getting Katniss ready for the propaganda shoots, filling in for her old prep team.

A victor's life

Effie stays away from the front, but she's in the Capitol when the war ends. She does the last-minute touch-ups on Katniss before Snow's execution and, when it's time for Katniss to go home to District 12, says an emotional goodbye and asks her to promise she'll find a real victor's life. She holds back the tears until Katniss is gone and then kisses Haymitch, the mentor she's been bickering with since the first movie.

In the books

In the books, Effie gets much less to do during the war. Helping manage Katniss's image for the rebellion falls to Fulvia Cardew, Plutarch's assistant, who was cut from the movies. The film version of Effie took over that job, at Suzanne Collins's own request.
