Thaddeus Ross is now U.S. president and is pushing a global treaty over adamantium, a new metal found on Celestial Island, formed by Tiamut's body. Sam Wilson, the new Captain America, and Joaquin Torres, the new Falcon, attend the White House summit with Isaiah Bradley. There a song triggers mind-controlled men, Isaiah among them, to shoot at Ross. Isaiah is wrongly locked up. Sam traces it to Samuel Sterns, a scientist who gained super-intelligence from Banner's blood and whom Ross kept imprisoned. Sterns gave Ross pills that have been loading him with gamma radiation. Publicly exposed, Ross turns into Red Hulk and wrecks part of the White House. Sam talks him down. Isaiah is cleared, Torres is invited to the Avengers, and Ross checks himself into the Raft.

After the credits Sam visits Samuel Sterns, the Leader, in prison. Sterns warns he's seen in the probabilities that something is coming from other worlds, and Sam will have to protect this one.
